Hello, 
 
That was odd.  First make sure it is really gone.  You can do a search thru your computer to verify if was truly deleted. It is usually filed under the windows folder and called Pbrush.exe.  If it is not there, do the following.  Have your Windows CD handy, just in case you computer asks for it.
 
Double click on the 'My Computer' icon, then double click on the Control Panel, there you will find the Add/Remove programs icon.  Double click on it.  When it sets up single click on the 'Windows Setup' page tab.  There you will find the Accessories option, double click on it. 
 
Look down the list, that is where you will find the install for MS Paint.  If it loaded on your machine, there should be a check mark beside it.
 
Since you mentioned that it got deleted when you downloaded something, you might have to first remove the checkmark, click on OK and then click on 'Apply'.  Then double click on Accessories again, put the check mark back, click on OK and the Apply again.
